無責任体制と高校生の英語力　Low English skill level of Japanese high school students by irresponsible system

3月17日、18日に各種のメディアで報道されたように、高校生の英語力は依然として向上していないことが明らかになりました。

率直に言えば、英語圏の海外の小学低学年生以下というところでしょうか。
これまの教育方針、制度改革は正しくないことを示しています。誰も責任は取らず、給料はそのままいただけるのですね。
他国の多くで成功している多言語教育制度をコピーすれば問題は解決します。
It has been revealed that most of the high school students in Japan have not reached the English language skill level set by Ministry of Education, Culture, Sports, Science and Technology. 
Frankly speaking, their level is lower than the early elementary graders in English speaking foreign countries. 
It is clear that our foreign language education system has been wrong. But none of the related people and teachers takes responsibility and all of them get higher salaries as well as before.
I personally think that Japan should just follow the bilingual (multilingual) education system other foreign countries have.
