新聞記事、「ブロークンな日本人英語で構わない。」：

添付した記事は使用する英語は英米英語にでなくても「日本語英語、ブロークン英語」で構わないという内容です。

英米英語でなくても、欧州、アジア、アフリカなどの多くの国々のように母国語と同じくらい英語を多用している国々の英語で十分、ということです。

でも、日本では英語は日本語と同じくらい国内で多用されてはいません。

母国語と国際語の英語がほぼ同等に使用される他の多くの国々との差がこれ以上の大きなマイナスにならなければいいのですが。

さて、ブロークンの程度と解釈ですが、当然ですが、ブロークン＝無茶苦茶という意味では決してありません。

ブロークンでも基本的な語彙力と基本的な言語ルール（文法）は不可欠です。種々の英語が存在する場合、正しく相互理解するためにはこれらは不可欠です。

もちろん、伝える内容を持ち、伝える意欲を持っていることも大切ですが。

The attached article states that the English used doesn't need to be British or American English; “Japanese English, Broken English” would be acceptable.

It means that even if it's not British or American English, the English used in countries like those in Europe, Asia, Africa and many others where English is used as extensively as their native language is sufficient.

However, in Japan, English is not used as extensively domestically as Japanese is.

I hope the gap with other countries where native languages and international English are used almost equally doesn't become an even bigger disadvantage.

Regarding the degree of “broken” and its interpretation: ‘Broken’ absolutely does not mean “utterly nonsensical.”

Even with broken English, basic vocabulary and fundamental language rules (grammar) are essential. When various forms of English exist, these are indispensable for achieving mutual understanding.

Of course, having something to convey and the desire to communicate are also crucial.
