アフリカ開発会議(TICAD)と直後のアフリカ視察経験 The Tokyo International Conference on African Development (TICAD) and Immediate Post-Conference Experience Visiting Africa

一週間前、8月20日～8月22日に開催された第9回アフリカ開発会議(TICAD9)は日本主催の国際会議です。

日本主催の国際会議ですから、政府は会議後にはバラ色に会議を総括し、夢のある計画を作成しますが、これはアフリカの現場の実情を知らない役人の作文で、大部分は実行不可能であることは、過去20年の実績で明らかです。

多くの部分が政府と民間のミスマッチです。

私は17年前の2008年の第4回アフリカ開発会議(TICADIV)の直後、外務省の支援（＊）と（株）青藍の鳥越社長のご依頼で、政民合同貿易投資促進視察の一員として、同社のアフリカ進出事業計画を携えた同社長に同行し、中央東部アフリカ地域（ケニア、ウガンダ、タンザニア、ルワンダ、スーダン）の内、ケニア、ウガンダを訪問しました。（写真）

帰国後、同社の事業計画を銀行や政府の窓口に話すと、異口同音に懐疑的な反応を示されました。その理由は現地の信頼度、不安定さ、インフラ整備不足などによるリスクの大きさでした。また、ナイロビ滞在中にホテルで知り、世界経済に大きな打撃となったリーマンショックも一因でしょう。

この投資実行以前の現地アフリカの諸問題と実情は17年を経過した2025年の今でも大きくは変わっていません。アフリカが海外からの真の投資を呼び込みたいなら、先ずアフリカ自身、自らがその諸問題を早く解決し、現況を大きく改善することが必須です。これは多くの先進国でこれまでに行われた基本的なことです。

現在の中国やロシアによるアフリカへの投資は搾取目的の詐欺的な投資、ギャンブル投資ですから真似する必要はありません。

The 9th Tokyo International Conference on African Development (TICAD 9), hosted by Japan, took place from 20 to 22 August a week ago.

As the Japanese government hosted the conference, they present an optimistic summary afterwards and make ambitious plans. However, most of these plans written by bureaucrats who are unaware of the actual conditions in Africa are impractical, which is clear judging from the results in the past 20 years.

Most of them are mismatches between the Government and the private sectors.

Seventeen years ago, soon after the 4th Tokyo International Conference on African Development (TICAD IV), I accompanied Mr. Torigoe, the president of Seiran Co., Ltd., as the members of a government-private sector joint trade and investment promotion inspection team thanks to the foreign ministry support (*). The purpose of the visit was to carry the company's African expansion business plan. We visited Kenya, Uganda in Central and Eastern Africa (Kenya, Uganda, Tanzania, Rwanda and Sudan).

After returning to Japan, we presented the company's business plan to banks and government officials. They all expressed skepticism. They cited the significant risks posed by local credibility issues, instability, and inadequate infrastructure as reasons for their skepticism. The Lehman Shock, which we learned about during our stay in Nairobi and which dealt a major blow to the global economy, was likely another negative factor.

The various problems and realities in Africa have not changed significantly, even 17 years later in 2025. If Africa wants to attract genuine foreign investment, it must first resolve these problems and improve the current situation significantly by themselves, which was a basic way carried out in many other developed countries by now.

Current investments in Africa by China and Russia are exploitative, fraudulent and speculative, so there is no reason to emulate them.
