No Japanese executive directors in international organizations

The attached Nikkei article was sent to me from a friend of mine running his business in Shanghai as well as in Okayama.
Mr. Matsuura, a former Director-General of UNESCO from Japan, wrote about the necessity for Japan to develop real internationally-minded persons and bitterly complained about English education system in Japan.
I don’t think the Japanese English education situation that has been improved little in the past 100 years can be changed in 10 years, but I wonder how much efforts have been made by current Prime Minister Abe and the previous premiers.
Understandably they don’t need the language ability because they are always accompanied by talented interpreters. (That is also the case with many of the big company presidents.)
